Description

Head of the ESTEC Accelerated Investment Programme and Infrastructure Projects Office in the ESTEC and ESEC Estates and Facilities Management Division, Estates and Facilities Management Department, Directorate of Internal Services.

Duties

Under the direct authority of the Head of the ESTEC and ESEC Estates and Facilities Management Division, you will be responsible for:

  • managing a team of staff and consulting engineers;
  • managing the ESTEC portion of the AIP (Accelerated Investment Programme). The project consists of the construction of approximately 30,000 square metres of buildings to replace an equivalent amount of obsolescent buildings;
  • managing infrastructure projects funded by both the Directorate of Internal Services and other ESA customers;
  • developing the ESTEC site general infrastructure consisting of 150,000 square metres of buildings and technical facilities including offices, laboratories with several cleanrooms, technical areas such as for the central production of hot and chilled water, power plants with diesel generators, water treatment, roads, water and sewage networks;
  • managing outsourced framework contracts for the provision of architectural, engineering and project management services;
  • managing outsourced framework contracts for the execution of works in the civil, mechanical and electrical domains;
  • ensuring the application of sound project management methodologies and compliance with departmental procedures and guidelines in the project management field;
  • interfacing with the relevant authorities for obtaining building permits;
  • working in full cooperation with the Infrastructure Operations Section and the other sections in the division to manage the on-site impact of the executed projects and to ensure their smooth hand-over to the teams that will operate and maintain the newly constructed or refurbished facilities;
  • reducing ESTEC's environmental impact by ensuring an outstanding environmental performance (compatibly with the budget) of all the executed projects.

Technical competencies

Significant project management experience in the construction domain, specifically in projects covering administrative and technical facilities

Experience in the management of design and engineering contracts

Knowledge of the regulatory framework in the construction domain in the Netherlands

Deep knowledge of the Agency's procurement processes and its regulatory framework

Education

A master's in engineering is required for this post.

Additional requirements

You should have:

  • proven experience of leading, motivating and developing a team;
  • the ability to provide strategic direction to the individuals and teams within the project and to relate team objectives to the overall, evolving organisational goals and context;
  • the ability to drive performance and foster cooperation within and across teams throughout the organisation;
  • demonstrated excellent leadership, relationship management and communication skills, both oral and written;
  • a proven track record of representing the Agency's interests to external interfaces;
  • excellent cognitive, analytical, delegation, planning and organisational skills;
  • the ability to anticipate problems, solve complex issues and relate situations to their context;
  • the ability to reach solution-oriented, pragmatic and timely decisions of a high standard and with integrity as well as to support others (team members, upper management, other stakeholders) in this process.

People management experience would be an asset, as would international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities.


The working languages of the Agency are English and French. A good knowledge of one of these is required.
Knowledge of another Member State language would be an asset.
