Description

Meteorological Operational Second Generation (MetOp-SG) is a collaborative programme together with EUMETSAT for six low Earth orbiting meteorological satellites. This covers two series of satellites with three satellites in each series. The Satellite-A series carries visible / infrared imagers, infrared / microwave sounders, a radio occultation sounder and the Sentinel-5 instrument and the Satellite-B series carries microwave imagers, an active C-band scatterometer, a radio occultation sounder and a data collection payload. The first Satellite-A and Satellite-B launches are both planned in 2025.

You will manage the System and Operations of the MetOp-SG Project (covering both the development and recurrent satellites) and will report to the MetOp-SG Project Manager, Meteorological Programmes, Earth Observation Projects Department, Earth Observation Directorate.

Duties

Your main tasks and responsibilities will include:

  • consolidation and maintenance of the MetOp-SG satellites system requirements, ensuring consistency with the EUMETSAT mission and operations requirements;
  • coordination with other MetOp-SG teams (such as payload and engineering) to ensure consistency of requirements, designs, testing and performances (including end-to-end instrument performances) with system-level needs;
  • liaison with your counterpart at EUMETSAT to ensure that the respective system and operations activities are efficiently and optimally aligned;
  • management of industrial activities for system and operations aspects;
  • critical analysis and maintenance of all system and satellite budgets and performances, and timely instigation of corrective actions where necessary;
  • management of the accommodation and satellite-to-instrument interfaces of third-party provided instruments onboard MetOp-SG;
  • in cooperation with EUMETSAT, maintenance of the technical and operability interfaces between the space segment and EUMETSAT ground segment and contribution to relevant requirements documents;
  • definition and maintenance of functional requirements for satellite simulator versions, RF suitcases, etc.;
  • critical review and analysis of all aspects related to onboard software definition and validation to ensure the required observability, operability and maintainability needs are met;
  • validation of the MetOp-SG operations concept (covering both nominal and contingency);
  • ensuring timely availability of all documentation and information (flight operations manuals, procedures, databases, support tools, etc.) as required to support the EUMETSAT MetOp-SG monitoring and control centre;
  • ensuring a rigorous approach to the system and performance validation, including flight operations procedures and databases during satellite system validation testing;
  • preparation and completion of the satellites' in-orbit verification;
  • support for rehearsals, LEOPs and routine operations;
  • management of system and operations team, including the definition of day-to-day tasks and objectives as well as the setting of annual performance objectives and their assessment (including training needs), and ensuring the motivation and commitment of staff as regards the Project's goals;
  • securing adequate and on-time support from the Directorate of Technology, Engineering and Quality;
  • provision of regular reporting on progress, issues, risks, schedule to the MetOp-SG Project Manager.

Technical competencies

Knowledge of ESA and industrial development, verification and procurement processes

Experience in the management and monitoring of industrial activities, including participation in reviews

Knowledge of space projects, including instrumentation and operations

Background in space engineering with systems orientation and end-to-end view of Earth Observation missions

Experience in satellite in-orbit commissioning and performance verification methodologies

Delivery of complex projects within cost and schedule

Complex project risk management processes

Experience in multi-agency cooperative projects


Education

You should have a master's degree in a relevant engineering or scientific discipline.
